Mission Statement

The Lucas County Office of Economic Development’s (LCOED) purpose is to:
  1. Help retain and grow existing businesses/industries within Lucas County (area).
  2. Aggressively recruit and attract growth businesses/industries to Lucas County.

  3. Continue to provide housing assistance to residents living in outlying communities through existing program and grants.
  4. Help develop industrial and commercial sites with infrastructure within Lucas County for business development.
  5. Continue to help individuals, families and communities that are eligible within Lucas County with Community Development Block Grant (CDBG) Programs.

About the Office of Economic Development (LCOED)

The Lucas County Office of Economic Development (LCOED) was created in 2003. The Workforce Development Agency was previously a part of Economic Development, but Workforce was separated and became a stand alone entity in 2003. The LCOED is maintaining a vision and strategy that fosters a climate of economic growth and removal of barriers for businesses interested in relocating or starting enterprises in Lucas County. Also, the LCOED focuses on retaining and creating jobs within Lucas County.

The County currently owns the WestWinds Industrial Park, which is managed by LCOED. LCOED has sold approximately 60% plus of the above real estate for business and environmental purposes. There is approximately 40% of land remaining (130+ acres) for industrial and commercial business development.

LCOED continues to provide housing rehabilitation, emergency home repair and acquisition (homebuyer assistance) to low-to-moderate income persons within the County (excluding the cities of Toledo and Oregon) through a Community Housing Improvement Program (CHIP).

The County continues to support regional economic development through both its participation in the Regional Growth Partnership which primarily focuses its efforts in the County and immediately surrounding area and in Northwest Ohio Regional Economic Development (NORED) which represents the ten counties of Northwest Ohio. NORED, working with the Governor’s Regional Office, supports various county programs for marketing the northwest region of the State. These programs should hopefully assist in locating new, and existing, private sector investments in the region, including the County.

The Lucas County Improvement Corporation, with County support, maintains a web page providing information on all Federal, State and Local financing and tax incentives available in the County.
