House Bill 592
In 1988, the State of Ohio, as did many states, looked to
address its solid waste management issues. Facing Ohio, as well as the nation, were
concerns of declining landfill capacity, increasing amounts of waste disposed, rare use
of recycling, older landfill methods and open dumps, little or no management of tires
and no plans to address future needs.
Solid Waste Districts
HB 592 required Boards of County Commissioners to establish a single or joint county
Solid Waste Management District. In Ohio, 52 Districts currently exist encompassing all 88 counties.
Lucas County Solid Waste Management District
The Lucas County Solid Waste Management District (LCSWMD) was formed on March 6, 1989 and was established
as a single county District with the Lucas County Board of Commissioners as its Board of Directors.
Mission Statement
The Lucas County Solid Waste Management District (District) mission is to
develop programs which enable residents to easily recycle common household
wastes as well as to assist business and industry with the implementation of
waste reduction programs.
