HB 592 required Boards of County Commissioners to establish a single or joint county
Solid Waste Management District. In Ohio, 52 Districts currently exist encompassing all 88 counties.
The Solid Waste Management District is responsible for preparing, adopting and submitting
a Solid Waste Management Plan to the EPA for approval. The District Plan must provide for
the management of solid wastes and how the District will meet the requirements of the State Plan.
Solid Waste Management Plans must contain:
Projections of waste generation by residential, commercial and industrial components.
An inventory of existing disposal, recycling and resource recovery facilities, open dumps, tire dumps and captive disposal facilities.
Projections of population changes.
Identification of future facilities needed, their cost and siting strategy.
An implementation schedule.
Identification of facilities to receive district waste.
Strategies for recycling, reduction and minimizing solid wastes.
Strategies for managing household hazardous waste.
Identification of methods for financing facilities and programs.
Allocation of local disposal fees to the uses authorized by the Ohio Revised Code.
